Am I eligible for a Fellowship in the US?

I am an Ophthalmology resident at the Faculty of Medicine, Tirana University , Albania . I wanted to know if I am eligible for a Fellowship program in the US upon the completion of my residency if I get an ECFMG certificate first. My school is included in the IMED list of the accepted schools for the USMLE application.
I would really appreciate if you could provide me with some website I can get this information

I am a practicing Ophthalmologist in India. I would like to how can i practice in New York. Can anyone explain the various exams i have to give ? The financial implications ? & my realistic chances in clearing the exams !

If not can i atleast do some short term fellow ship training & return back to India ( like in refractive surgeries ). This will help me to incorporate the latest practices in my regular practise . Can i get hands on surgical training for some time ? Whats the procedure.?
