in the case that my application is not processed 'in time' would i have to pay full-fees, as in the full 20,000 or would i pay the standard 3,000 or whatever they charge home (EU) students (as i am a home student), as ive heard that u can only pay home fees after ur LEA application has been processed?
correct me if i am wrong.

You will be billed for the full UK fees, of £1,175 by your university. But if you explain the situation, they may wait until your LEA has sorted your award out. You won't have to pay international fees if you are not an international student, and the £3,000 top-up fees do not come into affect until September 2006.
