It's true that most U.S. medical schools will not give financial aid (loans) to international students? Why should they?
However, a few top-flight medical schools (Harvard and Washington University in St. Louis spring to mind) offer full tuition waivers for exceptionally-qualified internationals. Most of those internationals entered the American educational system at the undergraduate level. A U.S. undergraduate degree is almost exclusively required by every U.S. medical schools for successful admission.
