Professors as Magic Wands
Gizmo's attempt to quote an elder statesman of the medical establishment is a pretty poor attempt to cover up the lack of ability to make a simple distinction.
The distinction is between lowering of entry requirements and shifting of entry criterion.
It often amazes those outside the medical profession how those within it wave the names of professors like magic wands as if the name confers some magic ability to silence thought.

Dr Jerome Ikwueke has now been suspended and was responsible for first noticing the problem with Baby P.
What interventions do we think could have been made at this stage to make a difference ? What more could the GP have done under current structures than he did ?

Another Patient Dies. (Patient 'unlawfully killed' by overseas locum - Yahoo! News UK Unlawful Killing - Entry Route to Blame ? )
Retrospecitvely, some wise men have decided that the entry process to medical practice needs looking at.
How long before this death was the issue of entry routes and inadequacy of current entry criteria posted here or elsewhere ?

Who is Everybody ?
What about the ability to write clear sentences in English ?
I noticed that a surgeon who nearly killed a patient has introduced a simple checklist that is now used in the majority of hospitals. His ability to take responsibility for his actions and suggest improvements to the system via the application of a commonsense checklist is helpful.
Unfortunately, although the government is taking more interest in 'entrance routes' following the visible terrorist routes, a little more time may be needed before they understand that as many people may die through faulty admissions processes.
