I dont think anybodys suggesting you tell them how to have sex aged 4, but certainly starting to gain an awareness of relationships etc from that age is certainly useful.
Ideally its something parents should be doing, but in this day and age I'm not certain parents can be relied on to do that.
If people start having sex aged 13-14-15, they need to know about the birds and the bees earlier than that.
